Southern Water is going to market for strategic partners to provide services relating to Power Generators, High Voltage, Low voltage and Uninterruptable Power Supply (UPS). This provision will likely be a two-stage restricted tender to set up a Power framework agreement lasting 4 years, with an option to extend for a period of up to 4 years. It is anticipated that the opportunity will be published in February 2022.
Region/Network - Southern Water’s region covers Kent, Sussex, Hampshire and Isle of Wight.
Resilience - Southern Water has a requirement to ensure 24/7 365 that we have fully maintained fixed and mobile power generators, Uninterruptible Power Supply, switchgear, High Voltage (HV) equipment and Low Voltage equipment. Southern Water has over 400 sites – many of these sites require HV maintenance or isolation as required. The Goods and Services which the successful bidder(s) will be asked to provide under this agreement will be divided in to 5 lots. Bidders will be eligible to apply for one or more of the available lots. The lots are as listed below: • Lot 1 Supply and Install of Fixed and Mobile Generators including outputs of, but not limited to: o 100Kva o 250Kva o 500Kva o 1000Kva o 2000Kva • Lot 2 Maintenance, Repair and Servicing of Generators. Southern Water has up to 440 fixed and 59 mobile generator sets including outputs of, but not limited to: o 100Kva o 250Kva o 500Kva o 1000Kva o 2000Kva • Lot 3 Hire of generators including but not limited to: o Generators across the power outputs as mentioned above o Provision of fuel and ancillary equipment o Towing capability if needed o Remote monitoring • Lot 4 Supply, Installation, repair and maintenance of High Voltage and Low Voltage equipment and ancillary equipment including but not limited to: o Switchgear o Circuit breakers o Switches o Suppliers interested in HV must be qualified and must provide details of distribution safety rules or equivalent practise • Lot 5 Supply, Install, maintenance of UPS and ancillary equipment including but not limited to: o Batteries o Switches o Any associated equipment as deemed necessary Additional requirements for the services o 24/7 365 response capability including attendance on site. Details of exact response times to be included in contract documents. o Ability to remotely monitor equipment health and control functions o Provision of hire to purchase business proposal where relevant o Repair versus replace analysis o Innovation and continuous improvement analysis o Data Reporting. Reporting of data is critical to the business. Service provider shall report as a minimum, monthly, performance and quality data, response time and fix first time data. Full details of what should be included in the reports will be included in the requirements/contract documents.
