The London Borough of Lewisham are looking to procure a suitably experienced Main Contractor to deliver the major, Government Levelling Up funded (LUF) refurbishment of the Council-owned Lewisham Library (199 - 201 Lewisham High St, SE13 6LG) to provide a new flagship Culture and Business Hub. The renovations will include improved library, heritage, and archive spaces; community space; a business hub, meeting rooms and workspaces; and an improved hospitality facility. Planning permission for the proposed works was granted in September 2024. The refurbishment works consist of but not limited to:
• Asbestos removal and necessary remediation works
• Removal of disused internal escalator
• Structural reinforcement to third floor
• New insulated flat roof
• New insulated external cladding
• New windows and curtain walling
• New HVAC, small power, lighting, data, plumbing, security, and life safety systems
• New roof-mounted ASHP & PV panels
• Replacement of existing passenger lift and refurbishment of existing goods lift
• Internal layout reconfiguration including new solid & glazed partitions and doors
• New central stair
• Replacement of existing toilets and new café
• New internal finishes, flooring, ceilings, and decoration
• Bespoke joinery and Fixed FF&E
• New IT infrastructure
Contract period:
Anticipated 12-14 months construction starting March 2025, with a further 12 months' defect rectification period.
Procurement process:
The contract will be procured by a Single Stage open tender process, assessed 45% Cost, 45% Quality, 10% Social Value, leading to the appointment of a contractor under JCT Standard Contract with Contractor Design Portion. This tender is due to be advertised late November 2024.
