Procurement for the design and delivery, and award of the level 6 degree honours/ graduate diploma known as "the Professional Qualification in Probation (PQiP)". The qualification is undertaken by all trainee Probation Officers (Learners) employed by the Probation Service across England and Wales. The course is to be delivered via a blended model that is majority distance learning. The Probation Service The Probation Service is an agency within MOJ and part of HMPPS (Her Majesty’s Prison and Probation Service) We are responsible for sentence management in both England and Wales, along with Accredited Programmes, Unpaid Work, and Structured Interventions. In Sentence Management our focus is on strengthening the probation practitioner’s relationship with people on probation, using the right key skills, activities and behaviours to achieve the most effective outcomes and enable offenders to make positive changes to their lives. This includes more consistent management and delivery of sentence plans, better assessment and management of risk and more balanced caseloads and an improved case allocation process to support this. The Professional qualification in Probation The Professional Qualification in Probation (PQiP) is the mandatory training route for all Probation Officers that are employed by the Probation Service (which forms part of Her Majesty's Prison and Probation Service) across England and Wales. The PQiP as delivered currently (pursuant to the Community Justice Learning (CJL) Matrix – available as an annex for prospective bidders on release of the ITT) is a blend of: • academic modules at Level 6 (and any required academic modules at Level 5 (as applicable)) to be delivered by the Contractor, • a Vocational Qualification at Level 5 delivered by the Authority; • and In- business Learning delivered by the Authority. Work has commenced to review the PQiP within the Probation Service and potential bidders will be able to access the initial PQiP Review Recommendations as an annex when the contract notice is published. Any reforms to the Professional Qualification in Probation will still result in academic modules being delivered at Level 6. We anticipate that there will be large elements of the training scheme that will continue to be delivered by the Authority as trainees learn “on the job”. It is the academic qualification at Level 6 (and any foundation/access modules which currently includes Level 4 and 5) that we will be contracting for via this opportunity.
