bp Aberdeen Hydrogen Energy Limited (bpAHEL) is a Joint Venture (JV) between bp and Aberdeen City Council (ACC), secured through a public procurement process. The JV has been created with the purpose of delivering a scalable green hydrogen production, storage and distribution facility in the city powered by renewable energy. The facility is targeting manufacture and dispensing of between 770 kilograms (min.) and 1000 kilograms (peak) of green hydrogen per day – enough to fuel 25 buses and a range of other fleet vehicles. Following an initial approach to the market in February 2023 (Contract Notice Ref: 20230214-000004 (2023/S 000-004438)), bpAHEL are reviewing requirements with the intention of re-commencing procurement for the provision of the required hydrogen technology (electrolyser unit, and compression, storage and dispensation equipment). It is expected that a new contract notice will be published (incorporating revised requirements) before the end of May 2023. A period of market engagement is currently being undertaken in order to obtain feedback from interested parties to enable bpAHEL to refine requirements, prior to re-commencing procurement. An output-based specification is being developed, and a vendor led solution is sought. Suppliers are to propose a scheme to meet the key functional metrics of the project utilising existing technology and based upon a supplier standardised solution (where appropriate), within a safe, reliable, and operable system.
