The procurement for Protected and Modified Civilian Profile Vehicles (PaMCPV). PaMCPV includes provision of Civilian Armoured Vehicles (CAVs) and completely or partially protected Commercial Off The Shelf (COTS) platforms to provide the Authority with options for lower profile protected mobility than the current bespoke military protected mobility platforms. Additional information: Introduction The Authority is notifying the market of potential procurement and support opportunities for Protected and Modified Civilian Profile Vehicles (PaMCPV) requirement. It is expected that PaMCPV shall be split into two (2) separate contracting mechanisms: • Protected and Modified Civilian Profile Vehicles (PaMCPV) Procurement under Contract Number 711646450. • Protected and Modified Civilian Profile Vehicles (PaMCPV) Support under Contract Number 711102450. PaMCPV includes Civilian Armoured Vehicles (CAV) and other armoured Commercial Off The Shelf (COTS) light and medium weight vehicles (<10T). These vehicles could be either completely or partially protected from blast and ballistic threats. It is likely that the operational use and/or the modifications of these platforms will be classified. The anticipated value of the PaMCPV Procurement is approximately £76M ex VAT over a potential seven (7) year profile. The anticipated value of the PaMCPV Support is approximately £8M ex VAT over a potential seven (7) year profile. PaMCPV is in its early stages and, as such, the anticipated value and duration of the PaMCPV Contracts are subject to approval and change. Market Interest Day The Authority shall be conducting a Market Interest Day which will provide interested suppliers with an overview on the Authority’s position and proposed way forward to establish separate commercial mechanisms to procure and support current and future PaMCPV vehicles. The intent is to capture feedback from suppliers on the PaMCPV proposed way forward to support the delivery team in progressing the programme. The Market Interest Day will be held on 23 May 2024 at the BattleLab, Wool, Dorset, DT2 8ZB and will commence at 1000hrs and conclude at 1600hrs with presentations given by the Authority followed by Q&A sessions. Attendees should aim to be on site by 0945hrs to allow sufficient time for entry and orientation. Lunch will be provided. The Authority will not accept any PaMCPV project specific questions ahead of the Market Interest Day. Questions and answers raised on the day will be captured and a summary will be published on DSP. Attendance is limited up to three (3) people per company due to capacity. Please note, three (3) people per company is the maximum if interested in PaMCPV Procurement and/or PaMCPV Support. In the event of higher-than-expected interest in attending the Market Interest Day, the Authority may request a reduction to the attendance numbers. To register for the Market Interest Day, please complete the Interest Form as attached to this Notice, no later than 1700hrs on 17 May 2024, and return via DSP. Photo identification (e.g. Driving Licence or Passport) is required for site access on the day. It is essential that the photo identification matches the name provided on the Interest Form. All suppliers interested in the PaMCPV Procurement and/or Support requirements should note the following: The PINs and Market Interest Day associated with Contracts 711646450 and 711102450 as advertised on the DSP are not a commitment by the Authority. There is no obligation on the Authority to continue with the PaMCPV Procurement and/or Support requirements following the Market Interest Day. If suppliers choose to act on any information received, during, or in connection to this event, it is at their own risk. Any suppliers who are unable to attend the Market Interest Day, but are interested in the PaMCPV requirement, please inform the Authority via DSP. Please note, a response to this PIN and/or attendance to the Market Interest Day will not register your interest in either the PaMCPV Procurement or Support requirements. Any future Notices relating to these requirements shall be advertised, and suppliers will be required to formally register their interest.
