North East Lincolnshire Council (NELC) wish to engage the market through Preliminary Market Consultation to help shape accommodation and support for young people leaving care. NELC recognises that there are insufficient, good quality options for care experienced young people needing a new home to support them as they move towards independence. Currently we have a small range of support options for young people leaving care. This includes an in-house supported living scheme, Staying Put, external semi-independent living schemes, supported tenancies and hostel accommodation. NELC are also part of the national Staying Close pilot. Primarily these are procured through individual spot purchased contracts. In the future we intend to have a clear housing pathway for young people leaving care, that enables our young people to live in a home that is appropriate for their needs. The range of options that we want for our young people will include 24/7 supported living (high needs); supported living but not staffed 24/7, supported tenancies, supported lodgings and floating support. We do not intend for our young people to live in hostels and as such are not intending to include this within any future tender. As such NELC are inviting providers to have an event on 22nd July 2021 to have an open discussion with us to help shape and design future commissioning plans.
