For the avoidance of doubt this is not a Call for Competition, it is to initiate Market Engagement & is a Prior Indicative Notice.
Staffordshire County Council (SCC) is seeking providers who can:
1) Support children with disabilities/SEN in their own homes & community settings
2) Provide support to children who meet the threshold for support from Social Care;
3) Lower level support for those who have SEND but do not meet the threshold for Social Care support, enabling parents/primary carers a short break from their caring role
4) Offer outcome focused 1-1 support, short breaks & sitting services as appropriate to their needs
5) Provide support with feeding, bathing, dressing & other domiciliary duties in accordance with individual care plans, ensuring every effort is made to encourage the child/young person to learn new skills, become as independent as they can, & do things for themselves where possible
Providers will be required to provide & evidence that they can deliver the following:
1:1 Lifeskills & Independence
• Support children/young people in preparation for adulthood
• Promote independence & well-being
• Appropriate for a variety of ages
• Indoor & /or outdoor
• Term time & holiday time
• Offer effective short breaks for the family
• Focuses on outcomes-based activities
Community Support/Home Care Requirements for children & young people eligible for support from Social Care
• High quality domiciliary care
• Sitting service
• Emergency packages accessible if required
• Flexibility around term time & holiday time
• Supports children/young people in preparation for adulthood
• Promote independence & well-being
Providers will be required to:
• Encourage & enable children/young people with SEND to access community-based services & support
• Work with local organisations to promote inclusion for children/young people with SEND
• Be flexible
• Partnership working & communication with family and professionals
• Develop networking opportunities for young people & families
• Positive changes to the quality of people's lives
• Be innovative & consider solutions to challenges
• Foster independence: helping children/young people & their families to do things for themselves
