This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved.
- The Global Mine Action Programme 3 (GMAP3) will build on the success of its predecessor (the Global Mine Action Programme 2) in tackling the threat of landmines and other explosive remnants of war. It will lead to increased human security, and support towards development and peace in priority countries. It will do this through the clearance of landmines and other explosive remnants of war, explosive ordnance risk education for affected communities, and building the capacity of national authorities and operators.
- FCDO requires Suppliers to deliver the services listed above. GMAP3 will operate in up to 11 countries. There will be multiple contracts – ‘country contracts’ – put out to tender, with each contract covering all of the services within some of the GMAP3 countries. Suppliers may bid for one or more of the contracts on their own or in partnership with others.
- There will be a separate contract for monitoring, evaluation and learning (MEL) services. The Supplier(s) for the country contracts will be required to work closely with the MEL provider to ensure GMAP3’s impact is well understood, allowing for adjustments to enhance delivery and building the wider evidence base for mine action.
- GMAP3 will begin in early 2022/23 and run until March 2026, with the possibility of a 12 month extension.
- The expected outcomes of the programme are:
• Outcome 1: Risk of harm reduced through safer behaviour and clearance
• Outcome 2: Safe and productive land use improves livelihoods and basic services
• Outcome 3: Mine action better managed, regulated, and coordinated with increased local implementation
• Outcome 4: Mine action integrated with humanitarian & development plans mobilising complementary resources
• Outcome 5: Measurable progress towards APMBC and CCM treaty obligations
