The City of Wolverhampton Council is seeking organisations to provide Rough Sleeper services across the city until from 1st January 2023 until 31st March 2025. Wolverhampton has a history of strong partnership working between organisations that support the rough sleeper cohort. This joined up approach has proven to be very successful and has achieved significant outcomes for people rough sleeping or at risk of rough sleeping in the City. City of Wolverhampton Council and its partners are committed to continuing this work to ensure that no individual feels that they have no choice other than to bed down on the streets, and that anyone who does sleep rough is provided with an immediate response and the appropriate support. The Rough Sleeper Services contract will be split into three lots as detailed below. The three lots will provide essential services to prevent and relieve rough sleeping for people sleeping rough, people at risk of rough sleeping and people with a history of rough sleeping. Partnership bids that draw on the existing successful partnership working with this cohort and demonstrate added benefits of secure information sharing within the services will be welcomed. If a partnership bid was successful, a lead organisation would be expected to sub-contract other organisations for delivery against specific lots and/or outcomes. Fast mobilisation will be mandatory for all three lots with a start date of 1st January 2023. Overall and high-level outcomes are achieved by: • Preventing rough sleeping from occurring • Early and rapid intervention when rough sleeping does occur • Supporting individuals with either a history of rough sleeping or who are at risk of rough sleeping to sustain tenancies • Supporting individuals to connect with wider support services including treatment services, probation, benefit support and physical and mental health services • Improving information sharing between partners within the entire service • Encouraging problem solving skills, resilience and independence The Navigator and Housing First services will be delivered across the City of Wolverhampton at locations that are deemed most appropriate for the delivery of the different components of the service. The appropriateness of the locations should include an assessment of accessibility in relation to the target groups for the service. The Single Persons Accommodation Project will be delivered on site at the Bond House development. Please note this PIN is purely for information only and does not automatically enrol suppliers to a future tender opportunity. This exercise is not part of any pre-qualification or selection process. It is intended as an awareness, communication and information-gathering exercise offering an opportunity for potential contractors to help understand commissioning intentions.
