Hampshire County Council (the Council) has an established Decorations and Minor Pre-decoration Repairs Framework for various works delivered via a multi-lot, multi-contractor Framework Agreement that caters for Hampshire County Council (schools and non-education) and other named authorities.
Hampshire County Council's Property Services manage and maintain a large portfolio of property on behalf of Hampshire County Council (HCC). Within these buildings, other directorates provide key services to the residents of Hampshire. It is essential that the buildings remain operational, to support the delivery of these services, and provide a safe and functional environment for the users and visitors.
As part of its maintenance programme, the Council undertakes external re-decorations of the built estate. Pre-decoration repairs will encompass repair or renewal of any element of the building which, if left unattended, would result in the premature deterioration of the decorative coating or of the building fabric itself. Work will fall under the following general headings:
• Joinery
• Glazing
• Rain water disposal goods
• Pointing
• Rendering
• Applied finishes
• Clearing flat roofs, including gullies and outlets of debris
• Washdowns of buildings
The Framework Agreement is due to expire in February 2024 with the replacement framework agreement set to last for 4 years up to February 2028.
The scope of current framework includes a variety of individual projects and programmes of external and internal decoration works and pre-decoration repairs including the use of fixed scaffolding and mobile access systems, associated glazing, guttering and joinery repairs and washdowns to buildings and structures as directed.
The current framework is divided into two Lots with a typical combined spend of £3m per annum.
The Council are undertaking a supplier engagement day on Friday 8th September at 10:00 to raise market awareness and interest for this forthcoming opportunity.
The event will be a presentation hosted at Hampshire County Council Offices, The Castle, Winchester SO23 8UJ. Contractors should register their interest via the Council e-tendering portal - Intend and use the correspondence function on Intend to advise of the names and positions of the delegates they will be sending on the day.
The Council will guarantee Contractors up to two delegates a place at the presentation. Contractors can request additional delegates to attend and the Council will make a decision based on availability of space following request from all Contractors.
The event will review the scope of the new framework and inform interested contractors of modifications being sought to the lotting structure and award process. The Council will provide a general overview of the bid process and current procurement timeframes.
