Prisoner Communications Strategy

The purpose of this Prior Information Notice (PIN) is to: I. inform the market of the status of the Ministry of Justice (MOJ’s) future prisoner communication strategy II. inform the market of a prospective opportunities for the provision of future prisoner communication services. Her Majesty’s Prison and Probation Service (HMPPS) is an executive agency of MOJ. MoJ’s aims are that its future prisoner communications service delivers the ‘currently being defined’ prisoner communications strategy, which is focused on user needs (staff and prisoners), is designed in line with Government Service Design principles and that services are based on more modernised technologies.
The objective of this work is the development of a strategy that enables HMPPS to deliver an improved approach to prisoner communications .This prisoner communications strategy will support the strategic outcome of giving prisoners the digital tools and technology to support their rehabilitation. MOJ anticipates procuring services to deliver its future prisoner communication services. Further details can be found below in section II.2.4 Description of the procurement. The value in II.1.5 below is an estimated value and is indicative only. The value is subject to change depending on the number, duration and type of contracts required to deliver the new service.
